Abstract
This paper aims to present a detailed and practical safety management procedure for surface and subsurface Electrical Submersible Pump (ESP) systems. The safety procedure covers all aspects of the ESP project, from equipment procurement to commissioning, while ensuring the highest Health, Safety, and Environment (HSE) standards are met at the lowest cost.
The procedures were developed following the highest HSE standards. Behind any successful ESP deployment project, several activities must be performed safely to guarantee successful project delivery. Comprehensive safety and inspection measures were developed and implemented in each activity starting from the ESP supplier facilities to field installation and commissioning. Most importantly, all safety measures are documented, certified, and revisited frequently by all stakeholders to ensure the highest levels of safety at all times.
The comprehensive safety management procedure resulted in a track record of successful ESP project deliveries without incidents. The procedure includes details on (1) Revising equipment specifications and equipment test certificates to confirm compliance with operating company and international standards, (2) Attending Factory Acceptance Tests (FAT) of manufactured equipment, (3) Inspection before and after equipment delivery, (4) Performing multi-level pre-energization checks, (5) Issuing energization certificate, (6) Conducting final walkthrough by all concerned stakeholders, (7) Performing final pre-commissioning to validate safety and ESP functionality before commissioning. The paper presents a detailed account of the entire process and can be used as a reference for oil and gas operators to achieve HSE excellence.
